General description:
Lightweight body armour, comprised of an outer carrier, soft armour (protection level NIJ IIIA), together with hard armour (protection level NIJ III as a minimum) made with fire retardant robust fabric with padded polyurethane lining.

Technical specification:
Complete body armour assembly must consist of the following components: 
a. soft body armour 
b. Ballistic panels cover. 
c. Hard plates.  
d. Carrier 

A) Soft Body Armor.
1. Soft armour provides NIJ IIIA protection. 
2. Pullover type with Shoulder and waist Velcro fastened Velcro-fitted strap openings to enable maximum movement of the torso and multiple adjustments to ensure snug fitting.  
3. Outer shell utilizing a Fire-retardant robust fabric and back coated with polyurethane or material of similar properties (for moisture and mildew resistance).
4. Inner shell manufactured in suitable material for user comfort and hygiene.
5. The inner shell: Ease of laundering
6. Soft armour Fitted with front and rear pockets for insertion of hard ballistic plates. 
7. The soft armour should be equipped with:
Detachable collar
Adjustable shoulders
Deployable groin protector
Rear extraction grab strap (for speedy evacuation of injured/ casualties), detachable comfort lining. 
8. The high-collar, shoulder and groin protection sections must provide sufficient protection avoiding any gaps of the protection. 
9. The high collar must cover the entire neck/throat region to avoid gaps in the protection without unnecessarily limiting the freedom of movement. The two ends must meet and overlap in the front. 
10. Detachable UNICEF logos(white) for front and back. Fitted with front and rear.

B) Ballistic panels cover. 
Ballistic cover material for each ballistic panel shall be covered in 100% anti-microbial or equivalent treated for water repellence.  

C) Specifications of Hard Plates.
1. Plates may be constructed from ceramics, compressed laminate sheets, metallic plates or composites that incorporate more than one material. 
2.The hard ballistic plates must be shaped with sculptured body fit. 
3.The front ballistic panel must cover the chest up to the collar bone, have a scooped neck sufficient to maintain comfort and extend downward to the waist. 
4.The rear ballistic panel must cover back torso from just above the shoulder blades down to the position of the waist belt. 
5.The vest must provide sufficient protection in the outer pectoral region and under the arms without unnecessarily limiting the freedom of movement.  
6.Sizes and weights: The maximum weight not to exceed 1.5 kg per plate.  
The size must be proportional to fix in the measures for the soft body armour described above according to size and gender.
7. Colour: Hard plates do no requirement for specific colour. 
8. Edging: The edging itself must not be susceptible to cutting, wear, or tear. The edging must completely cover the bottom edge of the plates. 
9. Protection level: The hard plate must be tested in accordance with the standard from the United States National Institute of Justice (NIJ) NIJ Standard-0101.06 Ballistic Resistance of Body Armor (July 2008), on Level of Protection III and IV.

D) Specifications of Carrying bag (Carrier).
 A carrying bag must be offered for each vest made of: 
1. waterproof hardware fabric tear-resistant 
2. with sliding drawstring cord lock closure. 

General Requirements:
Packing: 
Each set of armour and plate shall come with a reusable storage bag for when the PPE is not in use.  
The products must be packed to provide sufficient protection (include but not be limited to cardboard boxes, wooden crating, palletizing, etc. for road, sea or airfreight transportation as required)  
The box shall allow for normal shipping without damage to the soft body armour.
Labelling:  
Labelling must be in English language.
Label material shall be durable, withstand normal wear and cleaning and remain readable during the entire warranted life expectancy of the vest.
The ballistic panels must be labelled in strict adherence to the requirements set forth in NIJ and include (but not limited to):
a) Name of manufacturer 
b) Level of protection 
c) Certification level 
d) Date of production 
e) Size 
f) Serial number 
g) Model 
h) Lot number 
i) Care Instructions 
Interchangeability: 
Components must be interchangeable and modular such that replacement of any component with another like-sized unit.
Flammability:  
The body armour must be fire-retardant with no after-flame.
Temperature exposure:  
All body armour components must exhibit no structural, visible, or operational degradation or physical damage when subjected to elevated temperature exposure, from +70 to -40 Celsius.
Health hazard:  
The finished body armour must not present a dermal health hazard.
The whole system must be manufactured with hypoallergenic fibres and anti-bacteria special treatment.  
Washability: 
All components of the body armour must meet washability (launderability) and colourfastness requirements (water temperature up to 41 Celsius ,105 Fahrenheit).
No component must show any signs of structural, visible, or operational degradation or physical damage because of 20 washings (launderings). 
New technology: 
The United Nations is willing to receive a separate offer for body armour manufactured with new technologies such as thermoplastics (ultra-high molecular weight polyethylene) in addition to body armour manufactured with ballistic fibres (aromatic poly-amide - Aramid). 
Environment: 
Provision of guidelines for the proper and economically viable disposal at the end of the life cycle of the high-performance composite material used to manufacture body armour. 
State the body armour recycling purposes.
Warranty: Provided by each supplier.
